The Town Board meets twice a month: the second Wednesday of every month at 5 PM (Town Board Work Session) and the third Wednesday of every month at 6 PM (Regular Town Board Meeting) at Town Hall. Meetings are televised live on Channel 20. The latest meeting can be found as streaming audio and video on the Channel 18 & 20 section of this website. Town government is run by the Town Board as the executive, administrative, and legislative body of the town. The Town Board represents the will and voice of the people.
According to the Town Law Manual published by the Association of Towns of the State of New York, the Town Board evolved from the early days of (our) Nation, many of the colonies established a form of government intimately conducted and controlled by the residents of the towns. All important decisions as to the government, taxes, and other matters were actually decided at a meeting of the residents of the town, at which meeting a vote would be taken to determine the proposal at issue. In some states this procedure is still followed.
In New York State, our towns have been organized with an elective legislative body, to wit: the Town Board. “..only in special instances is a vote of the inhabitants of the town required.” The “special vote” is knows as referendum and the laws governing Town Government in New York State have laid down specific situations where a referendum is allowed. As explained in the Town Law Manual:
“Government by representation is still the rule. Direct action by the people is the exception.” “Thus in the absence of express statutory provision (wording of and within the Law) the holding of an advisory referendum by a municipality is not authorized.” “Thus, a high personal responsibility rests on individual town board members. It requires that they exercise careful consideration in making important decisions which will affect the lives of town residents and businesses.” This is why the position held by Town Board members and other elected officials is considered to require a high level of trust by the public in their officials.

Comprehensive Plan
The purpose of the Comprehensive Plan (also called Master Plan) is to provide an ordered and well thought out plan of growth, image, type of commerce vis a vis the need and infrastructure in the Town. the key point of interest and commitment is to ensure the Town’s growth does not destroy or substantially change the rural, unspoiled natural resources and topography.
The Town’s Comprehensive Plan is the long-term blueprint, or template, for land use and development within the Town.
Generally, the Comprehensive Plan is updated every ten years, giving the Town an opportunity to reflect on the impact of development and community needs.
The Comprehensive Plan and its components provide a fascinating snapshot of the Town.

ZERO EMISSIONS VEHICLE CHARGING STATION PROJECT
NOTICE TO BIDDERS
Sealed bids will be received at the Office of the Town Clerk, Town of Putnam Valley, 265 Oscawana Lake Road, Putnam Valley, New York 10579, until 11:00 A.M. on August 5th, 2026, immediately after which the bids will be opened publicly and read.
The work under this Contract comprises the furnishing of all tools, equipment, materials, and labor for the construction of the Zero Emissions Vehicle Charging Station Project located in the Town of Putnam Valley, New York, complete, in place, and ready for use in accordance with the Contract Documents.
The principal features of the Work to be performed under this project are defined in the Contract Documents and include: installation of two Level 2 Commercial Dual Charging Stations, including concrete footings, electric meter installation, four concrete-filled steel bollards, and all electrical appurtenances required to meet all local, state, and federal permitting agency requirements, specified and required to complete the project. Excavation work to be completed by others.
The foregoing is a general description only and shall not be construed as a complete description of the work to be performed for this project. Prospective Bidders shall refer to the Contract Documents, including Contract Drawings, for additional project work information.
Contract Documents may be examined at the Town of Putnam Valley Town Hall. Copies may be obtained from the offices of the Town of Putnam Valley Town Clerk beginning on July 22, 2026, from 9:00 A.M. to 4:00 P.M., Monday through Friday.
Prospective bidder’s requests for mailing of Contract Documents will be filled by Federal Express or United Parcel Service. Prospective bidders shall furnish a prepaid Air Bill or Account Number. Neither OWNER nor ENGINEER shall be responsible for any delay in such shipment. Prospective bidders shall make such a request and provide such airbill a minimum of one (1) week prior to the mandatory pre-bid conference.
Neither the OWNER nor the ENGINEER will be responsible for full or partial sets of Contract Documents, including any Addenda, obtained from other sources.
A mandatory pre-bid conference will be held at 10 a.m. on July 29, 2026, at the Town Hall, 265 Oscawana Lake Road, Putnam Valley, New York 10579. The purpose of the pre-bid conference is to afford the prospective Bidders and interested parties an opportunity to raise questions pertaining to the Bidding and Contract Documents, and for the OWNER or its representatives to clarify matters related to the Project.
Bid security and proof of qualifications to perform the Work shall be as described in the Instructions to Bidders.
Bidders shall comply with all special and statutory requirements in accordance with the Instructions to Bidders.
Contract time of commencement and completion will be as specified in the Agreement.
This project is subject to the provisions of Article 5-A of the General Municipal Law of the State of New York and certificates required thereunder shall be available for public inspection at the office of the Town Clerk, Town of Putnam Valley, New York.
For any reason whatsoever, or for no reason, the Town reserves the right to waive any informalities in the bids or to reject any and all bids. No bidder may withdraw their bid except by written request submitted at least twenty-four hours before the time of opening or until the lapse of 45 days after the actual opening thereof.
The Town is exempt from payment of sales and compensating use taxes of the State of New York and of Cities and Counties on all materials to be incorporated into the Work. These taxes shall not be included in the Bid.
The Town will furnish the required certificates of tax exemption to the CONTRACTOR (s) for use in the purchase of supplies and materials to be incorporated into the Work.
The Town’s exemption does not apply to construction tools, machinery, equipment or other property purchased by or leased by the CONTRACTOR (s), or to supplies or materials not incorporated into the Work.
Non-Discrimination in Employment:
It is the policy of the Town that their Contractors shall comply with all Federal, State, and local law, policy orders, rules and regulations which prohibit unlawful discrimination against any employee or applicant for employment because of race creed, color, or national origin, and will take affirmative action to ensure that they are afforded equal employment opportunities without discrimination because of race, creed, color or national origin.
