DECLARATION OF A STATE OF EMERGENCY

A State of Emergency is hereby declared in the Town of Putnam Valley effective at 4 PM on Wednesday, July 29, 2026.

The State of Emergency has been declared due to the flash flooding, torrential rainfall, numerous road and bridge closures, and other storm-related impact.

This situation threatens public safety.

This State of Emergency will remain in effect for thirty (30) days from the effective date and time stated above, unless rescinded earlier by a subsequent order.

As the Supervisor and Chief Executive of the Town of Putnam Valley, I, Alison Jolicoeur, exercise the authority granted to me under New York State Executive Law §  24 to preserve the public safety and hereby render all required and available assistance vital to the security, well-being, and health of the citizens of the Town of Putnam Valley.

Pursuant to New York State Executive Law § 24, I hereby issue the emergency order set forth below:

Emergency Order No. 1 – Temporary Travel Restrictions:

I hereby direct that all travel on the following roadways is restricted to the defined exceptions in this Order.  All unnecessary travel is prohibited.

  • Cimarron Road
  • Horton Hollow Road
  • Canopus Hollow Road
  • Tinker Hill Road
  • Reichert Street
  • Camp Collins Road

This Emergency Order No. 1 is effective at 4 PM on Wednesday, July 29, 2026 and will remain in effect for five (5) days, unless earlier modified or rescinded by a subsequent order. 

Defined Exceptions (Permitted Travel):

  • Emergency Vehicles: Police, fire, EMS, and other vehicles responding to emergencies.
  • Town Highway Vehicles: Town highway and public works vehicles engaged in response, repair, or inspection. 
  • Utility Vehicles: Vehicles operated by utility providers engaged in restoration, repair, or protection of critical infrastructure.
  • Local Travel: Travel by residents, property owners, tenants, or their agents whose point of origin and destination are both located on the restricted roadway, or necessary ingress/egress to access a residence or property located on the restricted roadway, including travel to obtain medical care, medications, food, fuel, or to care for dependents or animals located on that roadway.
  • Essential Emergency Personnel: Individuals whose presence is necessary to perform time-sensitive emergency response, life-safety, public safety, utility restoration, or critical municipal functions as determined by their employing agency or the Town.

I further direct that all Town of Putnam Valley Departments and agencies take whatever steps necessary to protect life, property, and public infrastructure and provide such emergency assistance deemed necessary.

A Blizzard Warning has been issued for Putnam and Orange Counties effective today at 1:00 p.m. until Monday, February 23 at 6:00 p.m.

Winter Weather Update
Due to the severity of the storm and hazardous road conditions, the State of Emergency remains in effect.

Putnam Valley Town Hall and all non-essential Town offices and facilities will remain closed on Monday, February 23, 2026. Any updates will be provided as conditions improve.

The Putnam Valley Highway Department has been actively plowing and treating roads and will continue operations throughout the day.

This storm has produced heavy snow and challenging conditions. With the added impact of wind and ongoing cleanup efforts, residents are asked to stay off the roads unless absolutely necessary to allow crews and emergency services to operate safely and efficiently.

*** URGENT WEATHER UPDATE ***

A Blizzard Warning has been issued for Putnam and Orange Counties effective today at 1:00 p.m. until Monday, February 23 at 6:00 p.m. Which means you could expect strong winds accompanied by falling and/or blowing snow, resulting in reduced visibility for three or more hours.

Snowfall will begin in Orange and Putnam Counties on today, February 22 at 1:00 p.m., but the strongest winds and blizzard conditions are expected Sunday night into Monday. Between 14 – 22 inches of snow is expected with snowfall rates up to 2 inches per hour at times. Visibility will be low and travel will become dangerous. Temperatures will feel as low as 14 degrees Fahrenheit. Wind gusts of up to 45 mph are expected. Strong winds and the weight of snow may bring down trees and power lines.

All unnecessary travel is prohibited.

SNOW EMERGENCY DECLARATION TOWN OF PUTNAM VALLEY, NY 1/25 – 1/26/2026

Monday, January 26th 8:00 AM:  A huge THANK YOU to our Highway Department and Volunteer First Responders for all of their time and efforts!

The Ambulance Corps has a full crew in quarters, Highway crews assisted on many calls last night, and they are currently out treating the roads. The Snow Emergency Declaration remains in effect.

Town Hall is closed today, as is the Library.

Meals on Main Street will not be coming today.

Lake Peekskill Garbage Pick-up is as follows: Monday pick-up will be Wednesday, Tuesday pick-up will be Thursday and Friday is recycling.

A Snow Emergency is hereby declared in the Town of Putnam Valley effective at 12:00 a.m. on Sunday, January 25, 2026.

This Snow Emergency has been declared due to a severe snowstorm that may have an extremely dangerous and hazardous impact on the roadways and throughout the Town of Putnam Valley.

This situation threatens public safety.

This Snow Emergency will remain in effect until 12:00 a.m. on January 27, 2026 or until rescinded by a subsequent order.

As the Supervisor and Chief Executive of the Town of Putnam Valley, I, Alison Jolicoeur, exercise the authority granted to me under Section 24 of the New York State Executive Law to preserve public safety and hereby render all required and available assistance vital to the security, well-being, and health of the citizens of the Town of Putnam Valley.

I hereby recommend that all travel on the roadways in the Town of Putnam Valley is restricted to emergency vehicles, Town Highway Department vehicles, utility vehicles, local travel and essential emergency personnel. All unessential travel should be avoided.

I direct that all Town of Putnam Valley Departments and agencies take whatever steps necessary to protect life, property, and public infrastructure and provide such emergency assistance deemed necessary.
