DECLARATION OF A STATE OF EMERGENCY
A State of Emergency is hereby declared in the Town of Putnam Valley effective at 4 PM on Wednesday, July 29, 2026.
The State of Emergency has been declared due to the flash flooding, torrential rainfall, numerous road and bridge closures, and other storm-related impact.
This situation threatens public safety.
This State of Emergency will remain in effect for thirty (30) days from the effective date and time stated above, unless rescinded earlier by a subsequent order.
As the Supervisor and Chief Executive of the Town of Putnam Valley, I, Alison Jolicoeur, exercise the authority granted to me under New York State Executive Law § 24 to preserve the public safety and hereby render all required and available assistance vital to the security, well-being, and health of the citizens of the Town of Putnam Valley.
Pursuant to New York State Executive Law § 24, I hereby issue the emergency order set forth below:
Emergency Order No. 1 – Temporary Travel Restrictions:
I hereby direct that all travel on the following roadways is restricted to the defined exceptions in this Order. All unnecessary travel is prohibited.

This Emergency Order No. 1 is effective at 4 PM on Wednesday, July 29, 2026 and will remain in effect for five (5) days, unless earlier modified or rescinded by a subsequent order.
Defined Exceptions (Permitted Travel):
- Emergency Vehicles: Police, fire, EMS, and other vehicles responding to emergencies.
- Town Highway Vehicles: Town highway and public works vehicles engaged in response, repair, or inspection.
- Utility Vehicles: Vehicles operated by utility providers engaged in restoration, repair, or protection of critical infrastructure.
- Local Travel: Travel by residents, property owners, tenants, or their agents whose point of origin and destination are both located on the restricted roadway, or necessary ingress/egress to access a residence or property located on the restricted roadway, including travel to obtain medical care, medications, food, fuel, or to care for dependents or animals located on that roadway.
- Essential Emergency Personnel: Individuals whose presence is necessary to perform time-sensitive emergency response, life-safety, public safety, utility restoration, or critical municipal functions as determined by their employing agency or the Town.
I further direct that all Town of Putnam Valley Departments and agencies take whatever steps necessary to protect life, property, and public infrastructure and provide such emergency assistance deemed necessary.
