Hillary Kenyon, MS, CLM, of North East Aquatic Research, LLC. gave a PowerPoint presentation that showed the latest 2022 data on Lake Oscawana. Alan Paley, Chairman of LOMAC (Lake Oscawana Management Advisory Commission) moderated the Q&A with the residents by monitoring the questions in the CHAT on Zoom. Supervisor Jacqueline Annabi was in attendance and answered residents’ questions as well.
LOMAC – Lake Science Presentation (ProcellaCOR) by NEAR 4/23/22 – 1:24:25
LOMAC held a virtual public meeting with a presentation by Northeast Aquatic Research to discuss a trial application of the herbicide ProcellaCOR to control the growth of Eurasian milfoil in certain areas of the lake. The meeting was held on Saturday, April 23, 2022 at 10:30 am via Zoom.
ProcellaCOR is approved by numerous states, including New York, for this purpose and has been widely and successfully used. Here are some links for information regarding the use of this herbicide:

BOATING NAVIGATION LAW FOR LAKE OSCAWANA

58-1 intent
It is the intent and purpose of this chapter to safeguard and promote the health, safety, welfare and tranquillity of the residents and inhabitants of the Town of Putnam Valley by regulating the operation and speed of all vessels or watercraft of any kind which are propelled in any manner other than by hand (with the exception of vessels propelled solely by a sail or sails) and the launching, docking or mooring of such vessels upon, and the use of any of, the lakes or bodies of water, not privately owned, within the Town of Putnam Valley.
The intent and purpose of this chapter is also to protect general ecology and water quality of these lakes and bodies of water. Impacts include but are not limited to sediment and fauna disturbance, circulation of nutrients, degradation of water quality, shoreline erosion and impacts on aquatic wildlife.
The demand on the lakes and water bodies within the Town of Putnam Valley for recreational uses continues to increase. The diversity of uses and users are competing for limited water resources. The intent and purpose of this chapter is also to provide regulations for the coexistence of recreational uses, i.e., uses involving motor-driven vessels should coexist with, not diminish, other more passive recreational uses.
It is the purpose of this chapter to supplement the provisions of the Navigation Law of the State of New York in accordance with § 130, Subdivision 17, of the New York State Town Law.
Following the formation of a Lake Oscawana Tax District circa 1980, the Town of Putnam Valley created the Lake Oscawana Management Advisory Committee (formerly know as the Lake Oscawana Advisory Committee). The Committee advises the Town regarding the District budget and lake management techniques based on current conditions in Lake Oscawana. LOMAC makes recommendations to the Town Board for management of the funds collected by the District and its activities include lake monitoring studies, harvester operation, watershed management and evaluation of techniques to address a variety of lake initiatives. LOMAC has been an important voice in continuing to ensure that District, Town and State government resources are used to their fullest extent, to support the enforcement of current regulations of lake and watershed management, and to identify future Lake needs.
Members of this Committee must own property in the tax District and are appointed by the Town Board.
The District is funded through the collection of taxes from four tax tiers, which were created according to the location of the property in the District and deeded access to the lake.
- Tier 1: Property with deeded lake access through a community beach or parcel
- Tier 1A: Property with deeded walk through access across a designated lake front property
- Tier 2: Property with a designated separate lakefront parcel included in their deed
- Tier 3: Lakefront parcel
