About Lake Oscawana Management Advisory Committee (LOMAC)

Lake Oscawana is a natural freshwater lake and the largest of several lakes and ponds in the Town of Putnam Valley. Its many recreational uses, such as swimming, boating, fishing, and wildlife observation, make it a central feature of community life.

The Lake Oscawana Management Advisory Committee (LOMAC) is appointed by the Town Board to provide guidance on the use of tax revenues collected by the Lake Oscawana Plant Growth Control District (the “District”). The District was established in 1987 through a referendum of its taxpaying residents.

The District’s mission is to:

  • Control the growth of aquatic plants and algae
  • Support scientific study of Lake Oscawana to identify causes of excessive plant and algae growth
  • Implement cost-effective lake maintenance and restoration measures
  • Promote educational programs that help watershed property owners manage their land to reduce nutrient runoff and nuisance vegetation

Responsibilities & Functions

LOMAC coordinates the Town’s efforts to maintain and improve Lake Oscawana’s water quality and overall usability.

Its responsibilities include:

  • Aquatic Plant and Algae Management
    Implementing control measures, including the operation of a mechanical harvester and other modern technologies, to manage nuisance vegetation.
  • Water Quality Monitoring
    Conducting regular testing of lake conditions, including clarity, temperature, and nutrient levels.
  • Scientific Analysis and Reporting
    Retaining a qualified lake limnologist to collect and analyze data and prepare an annual report on the lake’s water quality.
  • Shoreline and Erosion Management
    Evaluating and addressing shoreline erosion and sediment disturbance to protect lake stability.
  • Stormwater and Runoff Mitigation
    Identifying and reducing sources of nutrient and sediment inflow from the surrounding watershed.

Funding & Governance

As a town-created special district, the District is financed through property taxes on all parcels that have lake rights, including lake front properties, parcels that have deeded lake rights and parcels that have the right to use a community or district beach. The Putnam Valley Town Board serves as the District’s administrative authority, approving budgets, contracts and operational plans proposed by LOMAC. The District’s annual budget is prepared by LOMAC and subject to a public hearing review process and approved by the Town Board.

Community Impact

Lake Oscawana is a focal point for local recreation and property values in Putnam Valley. LOMAC’s work supports boating, swimming and fishing while addressing environmental challenges like invasive species and nutrient runoff. Its efforts help sustain both community enjoyment and long-term watershed health.
