Supervisor’s Newsletter
February 2026 Edition
As we begin a new year together, I want to take a moment to reflect on my first month serving as your Town Supervisor. January has been a month of listening, learning, and laying the foundation for a thoughtful and responsive local government, one that truly serves the people of Putnam Valley.
It is an honor to step into this role, and I am deeply grateful for the trust you have placed in me. My commitment is to lead with transparency, collaboration, and care for the unique character of our town.
One of the most important issues we addressed at this month’s Town Board meeting was the proposed zoning amendment that would have rezoned certain areas of Putnam Valley to encourage additional commercial development.
After listening carefully to public input and reflecting on the concerns raised by residents, the Town Board voted to withdraw the current rezoning resolution. It became clear through the public hearing process that we need to slow down, take a step back, and ensure that any future planning decisions are grounded in accuracy, transparency, and the long-term well-being of our community.
Rather than moving forward with a piecemeal approach, I will be forming a new working group to begin the process of updating Putnam Valley’s Comprehensive Plan — a guiding document that has not been revised since 2007. This plan should reflect who we are today, where we hope to go as a town, and how we balance thoughtful economic development with environmental stewardship.
This working group will include representatives from the Planning Board, Zoning Board of Appeals, the Commission for the Conservation of the Environment, The Neighborhood Business Committee, and other key stakeholders. Our goal is to ensure a collaborative process with a broad range of perspectives and input from the community.
Thank you to everyone who participated in the hearing and shared their voices. Civic engagement is essential, and I am committed to a process that truly serves the people of Putnam Valley.
Before the public hearing, we had the honor of recognizing Assessor Sheryl Luongo for her 24 years of dedicated service to our town. Sheryl has been a steady and trusted presence in local government, and we wish her all the best in her well-earned retirement.
We were also grateful to welcome County Executive Kevin Byrne, who joined us in person to help celebrate this meaningful milestone.
In these first weeks, my focus has been on:
Good government starts with strong relationships, clear processes, and a shared vision. That work is already underway!
One of my early priorities is making it easier for residents to stay informed and connected.
We are continuing to make revisions and improvements to the town’s new website so that it becomes a more user-friendly, reliable hub for town information, meeting updates, documents, and community resources.
In addition, we have created an official Town of Putnam Valley Facebook page. Any other pages using this name are not affiliated with the town. Please like our official page here: Town of Putnam Valley Official Facebook Page
We will use this page to share timely announcements, emergency updates, town news, and community events.
My goal is to ensure that residents can easily find accurate information and feel more connected to their local government.
If you have photos you would like to share for either of these platforms, please email: AJolicoeur@PutnamValley.gov
In the coming months, residents can expect continued progress on:
I believe Putnam Valley’s best days are ahead, and I am committed to ensuring that we move forward together, with integrity, clarity, and respect for all voices.
I want to clarify, and reiterate that the deadline for the submission of paperwork pertaining to the senior citizen tax exemption is March 1, 2026. Also, please note that there is a Public Hearing taking place on Wednesday, February 11th, 2026 at 5:00 PM, at which there will be a discussion regarding updates to our local law related to the senior citizen property tax exemption. Under the current Town Code, this exemption expired on December 31st, 2025, so it needs to be reintroduced and permanently placed in our local law. Discussion will also be had at the Public Hearing related to increasing the income threshold of the senior citizen property tax exemption as it relates to legislation signed into law by Governor Kathy Hochul on December 5th, 2025, enhancing real property tax exemptions for New York Seniors.
You are welcome to attend the Public Hearing in person, which will take place at Town Hall. Alternatively, our meetings are broadcast live on Channels 18 and 20, as well as streamed live on our website (https://www.putnamvalley.gov/media-pv). The video recording of the Public Hearing will also be available on our website within a couple of days following the meeting
I also encourage you to attend Town Board meetings and share your thoughts. Local government works best when it is shaped by the people it serves.
Thank you again for the opportunity to serve as your Town Supervisor. It is a privilege, and I look forward to the work ahead. Please feel free to reach out to me at any time:
